Did RAND Corporation Pen the Homegrown Terrorism Prevention Act?

According to Jessica Lee of Indypendent and Kamau Karl Franklin of the Center for Constitutional Rights, the Homegrown Terrorism Prevention Act was penned with plenty of help from the RAND Corporation.

“Rep. Jane Harman, Democrat from California, has had a lengthy relationship with the Rand Corporation,” Lee tells Democracy Now, although she was unable to determine if RAND wrote the bill. On the 12th anniversary of the OKC bombing, Rep. Harman, as chair of the Homeland Security Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment, introduced the bill in the House of Representatives.

“The ‘Homegrown Terrorism Prevention Act of 2007′ seeks to address the roots causes of radicalization, and would establish a grant program to provide funds to States to foster badly needed vertical information sharing from the Intelligence Community to the local level and from local sources to state and federal agencies,” explains Harman’s website. “It also creates a Center of Excellence for the Prevention of Radicalization and Home Grown Terrorism to examine the social, criminal, political, psychological and economic roots of domestic terrorism and to propose solutions, and promotes international collaboration on strategies to combat radicalization.”

Franklin mentions Brian Michael Jenkins, an “expert” on “terrorism, counterinsurgency, and homeland security,” according to RAND. “There are few things as odd as the calm, superior indifference with which I and those like me watched the beginnings of the Nazi revolution in Germany, as if from a box at the theater. … Perhaps the only comparably odd thing is the way that now, years later….”

These are the words of Sebastian Haffner (pen name for Raimund Pretzel), who as a young lawyer in Berlin during the 1930s experienced the Nazi takeover and wrote a first-hand account. His children found the manuscript when he died in 1999 and published it the following year as “Geschichte eines Deutschen” (The Story of a German).

The book became an immediate bestseller and has been translated into 20 languages–in English as “Defying Hitler.”

I recently learned from his daughter Sarah, an artist in Berlin, that today is the 100th anniversary of Haffner’s birth. She had seen an earlier article in which I quoted her father and e-mailed to ask me to “write some more about the book and the comparison to Bush’s America. … This is almost unbelievable.”

Ever since the President’s illegal warrantless eavesdropping program was revealed by the New York Times’ Jim Risen and Eric Lichtblau back in December, 2005, there has been a faction of neoconservatives and other extremists on the Right calling for the NYT reporters and editors to be criminally prosecuted — led by the likes of Bill Kristol (now of the NYT), Bill Bennett (of CNN), Commentary Magazine and many others. In May, 2006, Alberto Gonzales went on ABC News and revealed that the DOJ had commenced a criminal investigation into the leak, and then “raised the possibility [] that New York Times journalists could be prosecuted for publishing classified information.”

That was one of the more revealing steps ever taken by Bush’s DOJ under Gonzales: the administration violated multiple federal laws for years in spying on Americans, blocked all efforts to investigate what they did or subject it to the rule of law, but then decided that the only real criminals were those who alerted the nation to their lawbreaking — whistleblowers and journalists alike. Even Gonzales’ public musing about criminal prosecutions could have had a devastating effect — if you’re a whistleblower or journalist who uncovers secret government lawbreaking, you’re obviously going to think twice (at least) before bringing it to light, given the public threats by the Attorney General to criminally prosecute those who do.

Theologian stirs 9/11 conspiracy pot in Ventura

There is an increasing number of Americans who believe that George Bush, Dick
Cheney, Donald Rumsfeld and several of their toadies should be in prison, this
writer included. But to suggest that the Bush administration is somehow involved
in the 9/11 attacks seems to be a jaw-dropping and frightening stretch, but
not to the scores of interested folks who turned out to hear David Ray Griffin’s
talk March 28 at the Poinsettia Pavilion in Ventura. For those who get their
information from Fox News, such a charge is blasphemy, treason and worthy of
a perpetual Blackwater firing squad on YouTube. Griffin settled for frequents
bursts of applause.

The 9/11 tragedy is certainly not the first event in American history surrounded
by controversy and conspiracy theories, just merely the latest.

But as the pages blow off the calendar, witnesses die off, the trail grows
cold and interest wanes, assisted by the fact the American people have the attention
span of a butterfly sneeze.

But 9/11 is still fresh in everyone’s memory, partly because Bush can’t go
three minutes without playing the fear card and invoking the images of airplanes
flying into tall buildings. That memorable Tuesday morning happened less than
seven years ago and not only is it an annual school assignment, but many of
the participants and survivors are still alive with plenty of contradictory
stories to tell.

A variety of current and former high-level officials have recently warned that the Bush administration is attempting to instill a dictatorship in America, and will itself carry out a fake terrorist attack in order to obtain one.

FBI agents, Time Magazine, Keith Olbermann and The Washington Post and Rolling Stone have all stated that the administration has issued terror alerts based on scant intelligence in order to rally people around the flag when the administration was suffering in the polls. This implies — as an initial matter only — that the administration will play fast and loose with the facts in order to instill fear for political purposes

More to the point, a former prominent republican congressman stated that the U.S. is close to becoming a totalitarian society and that the Bush administration is using fear to try to ensure that this happens.

General Tommy Franks stated that if another terrorist attack occurs in the United States “the Constitution will likely be discarded in favor of a military form of government”.

Current U.S. Congressman Ron Paul stated, the government “is determined to have martial law”, and that the government is hoping to get the people “fearful enough that they will accept the man on the white horse”

And Daniel Ellsberg, the famous Pentagon Papers whistleblower, said “if there is another terror attack, “I believe the president will get what he wants”, which will include a dictatorship.

Tale of Building 7′s collapse suggests official complicity, persistent obstruction

Regarding “Drinking the 9/11 Kool-Aid” (Editorial, April 24):

After three government investigations and more than six years, we still don’t have answers on 9/11.

Why, for example, did Building 7 collapse? It wasn’t hit by a plane, as the towers were. The 9/11 Commission Report completely ignores Building 7. The Federal Emergency Management Agency report discounts fire as a cause and concludes that the reasons for the collapse of Building 7 are unknown and require further research. But when FEMA issued this report, it already cleared the site and disposed of the dust and steel (evidence from a crime scene), thus possibly committing a felony and complicating any “further research.”

The National Institute of Standards and Technology, a federal agency, which evaluated the collapse of the towers, has yet to issue its report on Building 7. “We’ve had trouble getting a handle on Building 7,” said the acting director of their Building and Fire Research Lab.

Yet a number of private-sector engineers, architects, and demolition experts have not had that problem. They think Building 7 came down by controlled demolition. The building collapsed suddenly, straight down, at nearly free-fall speed. People heard the explosions, and saw the squibs and the characteristic billowing clouds of pulverized concrete so unique to demolitions. There is no reason to think that Building 7 came down for any other reason than explosive demolition.

NEW YORK — Family members of 9/11 victims have sent a letter today to
Susan Crawford, Convening Authority of the Guantánamo military commissions,
sharply criticizing the politicization of the system. According to news reports,
a Pentagon representative secretly invited an outspoken supporter of the military
commissions to Guantánamo Bay for Thursday’s arraignment of Khalid
Sheikh Mohammed and four other detainees on terrorism-related charges, but did
not make this option available to family members who have expressed criticism
of the commissions. This type of politicization is symptomatic of the unconstitutional
and biased tribunal system, according to the American Civil Liberties Union.

The letter echoes the widespread call for a system to try the Guantánamo
detainees that adheres to the Constitution, stating, “As people who lost
loved ones in the terrorist attacks of 9/11, we want nothing more than to see
that justice is served in the prosecution of suspects. However, we know that
no justice will come out of a system that has been compromised by politics and
stripped of the rule of law.”

The military commission proceedings have been subject to unlawful political
influence since they started. After holding detainees for over six years, the
government is now rushing through these cases, giving the defense just three
months to prepare for a trial timed to begin only weeks before the November
elections.

Seven years on, no answer from White House on anthrax attacks

It’s been almost seven years since — in the weeks immediately following 9/11 — anthrax powder sent through the mail killed five people, threatened the lives of two Democratic senators, terrorized the entire nation, and helped prod a panicky Congress into passing the so-called Patriot Act.

In the intervening years, not only has the killer remained free, but missteps in the investigation have had major negative consequences. Just last month, in fact, the Department of Justice agreed to pay $4.6 million to former bioweapons expert Stephen Hatfill to settle a lawsuit Hatfill brought against the Justice Department, the FBI, and former Attorney General John Ashcroft for destroying his reputation and career by publicly implicating him in the case. And Glenn Greenwald has pointed out that in 2001, ABC News was fed false information by several “well-placed sources” (presumably officials in the Bush administration) suggesting an Iraq-anthrax link. That imaginary link was widely cited by pro-war cheerleaders.

At Monday’s White House briefing, I asked if President Bush was satisfied with the progress of the investigation into the attacks. Press Secretary Dana Perino told me that she didn’t even “know if he has had an update on it.”

Book says White House ordered forgery (linking Atta to Hussein)

A new book by the author Ron Suskind claims that the White House ordered the CIA to forge a back-dated, handwritten letter from the head of Iraqi intelligence to Saddam Hussein.

Suskind writes in “The Way of the World,” to be published Tuesday, that the alleged forgery — adamantly denied by the White House — was designed to portray a false link between Hussein’s regime and al Qaeda as a justification for the Iraq war.

The author also claims that the Bush administration had information from a top Iraqi intelligence official “that there were no weapons of mass destruction in Iraq — intelligence they received in plenty of time to stop an invasion.”

The letter’s existence has been reported before, and it had been written about as if it were genuine. It was passed in Baghdad to a reporter for The (London) Sunday Telegraph who wrote about it on the front page of Dec. 14, 2003, under the headline, “Terrorist behind September 11 strike ‘was trained by Saddam.’”

The Telegraph story by Con Coughlin (which, coincidentally, ran the day Hussein was captured in his “spider hole”) was touted in the U.S. media by supporters of the war, and he was interviewed on NBC’s “Meet the Press.”

“Over the next few days, the Habbush letter continued to be featured prominently in the United States and across the globe,” Suskind writes. “Fox’s Bill O’Reilly trumpeted the story Sunday night on ‘The O’Reilly Factor,’ talking breathlessly about details of the story and exhorting, ‘Now, if this is true, that blows the lid off al Qaeda–Saddam.’”

According to Suskind, the administration had been in contact with the director of the Iraqi intelligence service in the last years of Hussein’s regime, Tahir Jalil Habbush al-Tikriti.…

Roberts: When they responded to 9/11 with the Patriot Act. That document was
thick, and it would have taken months and months to prepare it, yet it came
out shortly after the 9/11 attacks.

Why does combating terrorism require an assault on the Constitution and the
Bill of Rights? It was clear to me that there was an undeclared agenda there.

On the day of 9/11, I knew right away that something was wrong. I had been
an engineering student at Georgia Tech, and things just didn’t add up.

Twenty-Six Things We Now Know Seven Years After 9/11

Each year around the anniversary of 9/11, I summarize what we ordinary citizens have learned since that awful day in 2001. This is the seventh annual look backwards, a 2008 update that contains new information and surmisings about those horrific events and what followed.

1. One 9/11 Size Fits All. What we now more fully understand is how the CheneyBush Administration utilized the murderous terrorism of 9/11 as the linchpin justification for their unfolding domestic and foreign agenda, much of it illegal, immoral and impeachable.

By and large, one can sum up that overall agenda as: Amass and control power in the U.S. and much of the world (“full-spectrum dominance”), and, in cahoots with their corporate supporters such as Halliburton and Blackwater, loot the federal treasury. All this was to be carried out secretly, with no accountability.

2. Iraq War Planning Began Before 9/11. We also know more about the nature of the lies (including forged documents) used by the Administration to sell the Iraq War, which attack already was in the planning stages well before 9/11.

The first faked document, by CIA forgers at the behest of White House officials, was a 2005 letter (back-dated 2001) supposedly coming from the then-Iraqi intelligence chief to his boss Saddam Hussein mentioning alleged “facts” that established a tie-in between 9/11, Al-Qaida and Iraq and about Saddam’s supposed purchase of uranium. Last Sunday’s 9/11 truth protest in Brussels was a success!

Last Sunday over 400 European truth activists ignored the rain and had a non-violent
march in Brussels. They gathered at 2 P.M. in front of the Berlaymont building
at Schuman, Brussels. At 3 P.M. they took a walk of 4 kilometers with a stop
at the US Embassy. Before the rally left, the organizers delivered a letter
to the assistant to Giulietto Chiesa, Euro-MP for Italy. Under police guidance
they tried to deliver a letter containing their request to start an independent
and international investigation to what happened in the U.S.A. just 7 years
ago. They were told that the embassy was closed and didn’t accept their letter
unless is was delivered by mail. There were no incidents during the protests,
and the organizers were once again very positive about the collaboration with
the Brussels Police.

The Truth Can Move Us Forward

Before the Congress adjourns, I will bring forth a new proposal for the establishment
of a National Commission on Truth and Reconciliation, which will have the power
to compel testimony and gather official documents to reveal to the American
people not only the underlying deception which has divided us, but in that process
of truth seeking set our nation on a path of reconciliation.

We suffer in our remembrance of 9/11, because of the terrible loss of innocent
lives on that grim day. We also suffer because 9/11 was seized as an opportunity
to run a political agenda, which has set America on a course of the destruction
of another nation and the destruction of our own Constitution. And we have become
less secure as a result of the warped practice of pursing peace through the
exercise of pre-emptive military strength.

It is not simply 9/11 that needs to be remembered. We also need to remember
the politicization of 9/11 and the polarizing narrative which followed, locking
us into endless conflict, a war on terror which has wrought further terror worldwide
and which has severely damaged our standing worldwide as an honorable, compassionate
nation. As we were all victims of 9/11, so we have become victims of the interpretation
of 9/11.

Our government’s external response to 9/11 was to attack a nation which did

Now is the Time to Resist Wall Street’s Shock Doctrine

I wrote The Shock Doctrine in the hopes that it would make us all
better prepared for the next big shock. Well, that shock has certainly arrived,
along with gloves-off attempts to use it to push through radical pro-corporate
policies (which of course will further enrich the very players who created the
market crisis in the first place…).

The best summary of how the right plans to use the economic crisis to push
through their policy wish list comes from Former Republican House Speaker Newt
Gingrich. On Sunday, Gingrich laid out 18 policy prescriptions for Congress
to take in order to “return to a Reagan-Thatcher policy of economic growth
through fundamental reforms.” In the midst of this economic crisis, he
is actually demanding the repeal of the Sarbanes-Oxley Act, which would lead
to further deregulation of the financial industry. Gingrich is also calling
for reforming the education system to allow “competition” (a.k.a.
vouchers), strengthening border enforcement, cutting corporate taxes and his
signature move: allowing offshore drilling.

It would be a grave mistake to underestimate the right’s ability to use this
crisis — created by deregulation and privatization — to demand more of the
same. Don’t forget that Newt Gingrich’s 527 organization, American Solutions
for Winning the Future, is still riding the wave of success from its offshore
drilling campaign, “Drill Here, Drill Now!” Just four months ago,
offshore drilling was not even on the political radar and now the U.S. House

The Anthrax Case Reopens: Why Did the FBI Let the Fort Detrick Scientists Investigate Themselves?

The Congressional anthrax hearings of September 16-17 revealed that public pressure is keeping the doors open in the anthrax case. FBI Director Robert Mueller promised that the FBI will provide their evidence to a panel of experts for scientific evaluation. The battle will now turn to the independence of this panel, and whether “all evidence” or merely “scientific evidence” will be under review.

During the hearings, Mueller found himself under fire by Senator Patrick Leahy and Congressman John Conyers for not having answers to their questions. Republican Arlen Specter was furious at Mueller for his unwillingness to assure them that Congress would have a role in determining the panel’s composition.
