Although the story of the CIA’s actions in the run-up to 9/11 is complicated, at a fairly early point in any examination of them it becomes clear the agency committed multiple failures, and that these failures enabled the attacks to go forward. The key issue that remains in dispute ten years on is whether these “failures” were deliberate or simply the product of overwork and incompetence. Making an informed judgment means taking the time to look at all the failures, put them in order, and analyze what it all means.
Perhaps the most comprehensible problem is the scope of the CIA’s failings. There was not one error by some lowly neophyte, but a massive string of failures. As Tom Wilshire, one of the key CIA officials involved in the withholding of the information commented to the Congressional Inquiry, “[E]very place that something could have gone wrong in this over a year and a half, it went wrong. All the processes that had been put in place, all the safeguards, everything else, they failed at every possible opportunity. Nothing went right.”
In addition, some of the failures were extremely serious. For example, the alleged failure by Alec Station, the CIA’s bin Laden unit, to inform CIA Director George Tenet that Flight 77 hijacker Khalid Almihdhar was in the country in August 2001 is simply beyond comprehension. 9/11 remains one of the most misunderstood events in modern history. The first myth is that it came out of the blue on an unsuspecting America. In fact it is known that 11 countries provided advance warnings to the US about the 9/11 attacks, including Russia and Israel which sent 2 senior Mossad experts to Washington in August 2001 with a list of terrorist suspects that included 4 of the 9/11 hijackers, none of whom was arrested. Moussaoui, now thought to be the 20th hijacker, was arrested in August 2001 after an instructor reported he showed a suspicious interest in learning how to steer large airliners, and Newsweek later revealed (20 May 2002) that an agent had written that month that Moussaoui might be planning to crash into the Twin Towers. Richard Clarke, counter-terrorism chief in the White House, has since said that “50 CIA personnel knew that al-Hamzi and al-Mihdhar (2 of the hijackers) were in the US in July-August 2001, including the Director”, but never passed the information to the FBI. And the former US federal crimes prosecutor, John Loftus, has stated that “the information provided by European intelligence services prior to 9/11 was so extensive that it is no longer possible for either the CIA or FBI to assert a defence of incompetence”.

Is there any truth in the allegations that informed circles made substantial profits in the financial markets in connection to the terror attacks of September 11, 2001, on the United States?
Arguably, the best place to start is by examining put options, which occurred around Tuesday, September 11, 2001, to an abnormal extent, and at the beginning via software that played a key role: the Prosecutor’s Management Information System, abbreviated as PROMIS. [i]
PROMIS is a software program that seems to be fitted with almost “magical” abilities. Furthermore, it is the subject of a decades-long dispute between its inventor, Bill Hamilton, and various people/institutions associated with intelligence agencies, military and security consultancy firms. 
One of the “magical” capabilities of PROMIS, one has to assume, is that it is equipped with artificial intelligence and was apparently from the outset “able to simultaneously read and integrate any number of different computer programs or databases, regardless of the language in which the original programs had been written or the operating systems and platforms on which that database was then currently installed.”

Guest Post by Kevin Ryan, former Site Manager for Environmental Health Laboratories, a division of Underwriters Laboratories (UL). Mr. Ryan, a Chemist and laboratory manager, was fired by UL in 2004 for publicly questioning the report being drafted by the National Institute of Standards and Technology (NIST) on their World Trade Center investigation. In the intervening period, Ryan has completed additional research while his original questions, which have become increasingly important over time, remain unanswered by UL or NIST.
The U.S. Secret Service failed to do its job on September 11, 2001 in several important ways. These failures could be explained if the Secret Service had foreknowledge of the 9/11 events as they were proceeding. That possibility leads to difficult questions about how the behavior of Secret Service employees might have contributed to the success of the 9/11 terrorist attacks. Answering those questions will require the release of existing interview transcripts as well as follow-up questioning, under oath, of a few key people within the agency.
The most glaring example of Secret Service failure on 9/11 was the lack of protection for the President of the United States after it was well known that the country was facing terrorist attacks on multiple fronts. The interesting thing about this was that it was not a consistent approach. That is, the president was protected by the Secret Service in many ways that day but he was not protected from the most obvious, and apparently the most imminent, danger.…Continue reading

The CIA has released nearly 800 pages of newly declassified documents on Al Qaeda and the September 11 attacks.
The documents were released in response to an INTELWIRE Freedom of Information Act request for material referenced by the 9/11 Commission. Numerous documents were withheld, and those that were released have been heavily redacted. Despite this, it is highly unusual to receive any material from the CIA in response to a FOIA request, and they provide a fascinating look at the state of the agency’s understanding of Al Qaeda over the years.
While much of the material has been previously described, by the 9/11 Commission and other sources, seeing the actual documents still has an impact. For instance, the following extracts: (See source).
The documents are presented here in two large PDFs. Each individual document is bookmarked within the PDF. Almost everything in the release was previously classified secret or top secret. The CIA also released several items already available on its Web site or in public testimony, which I omitted.
The documents are presented here in no particular order but I grouped material near the top related to warnings about the activities of Khalid Al Mihdhar, one of the hijackers, and material related to 1998 efforts to capture or kill Osama bin Laden together in roughly chronological order.

Over 120 CIA documents concerning 9/11, Osama bin Laden and counterterrorism were published today for the first time, having been newly declassified and released to the National Security Archive. The documents were released after the NSA pored through the footnotes of the 9/11 Commission and sent Freedom of Information Act requests.
The material contains much new information about the hunt before and after 9/11 for bin Laden, the development of the drone campaign in AfPak, and al-Qaida’s relationship with America’s ally, Pakistan. Perhaps most damning are the documents showing that the CIA had bin Laden in its cross hairs a full year before 9/11 — but didn’t get the funding from the Bush administration White House to take him out or even continue monitoring him. The CIA materials directly contradict the many claims of Bush officials that it was aggressively pursuing al-Qaida prior to 9/11, and that nobody could have predicted the attacks. “I don’t think the Bush administration would want to see these released, because they paint a picture of the CIA knowing something would happen before 9/11, but they didn’t get the institutional support they needed,” says Barbara Elias-Sanborn, the NSA fellow who edited the materials.
Let’s start there. In 2000 and 2001, the CIA began using Predator Unmanned Aerial Vehicles in Afghanistan. “The idea of using UAVs originated in April 2000 as a result of a request from the NSC’s Coordinator for Counterterrorism to the CIA and the Department of Defense to come up with new ideas to go after the terrorists in Afghanistan,” a 2004 document summarizes.…Continue reading

As with many others in a wide range of fields, when he started asking questions his employment position was no longer needed.

It’s eleven years since the world changing events of 11th Sept 2001, used to justify wars abroad and erosion of civil liberties at home.
Outside the NATO area, world wide opinion polls indicate a highly sceptical public attitude to the Washington account of 9/11. (3)
Last year’s 9/11 opinion poll in the UK conducted by ICM on behalf of www.reinvestigate911.org showed only 7% of respondents believe they have been told the whole story of the 9/11 attacks. (4), (5)
The media in the NATO countries have failed to look into the many unanswered questions feeding public disquiet. Recent revelations have confirmed collusion between the New York Times and intelligence agencies (6).
Meanwhile most members of the 9/11 Commission have now distanced themselves from its findings. (16)

“The American People have the right to know the truth and to know the relationship with the Saudis at the time of the Bush administration,” declared Rep. Walter Jones (R-NC) in a Monday discussion with Ron Paul on the Ron Paul Channel. Jones made the comment in support of his US House of Representatives legislation H.Res. 428 that seeks the declassification of 28 pages redacted from a joint House and Senate Intelligence Committees report regarding the attacks on America on September 11, 2001.
Former Sen. Bob Graham (D-FL), who chaired the joint Intelligence Committees investigation that produced the report, explained at a March press conference hosted by Jones and other House supporters of H.Res. 428 that the 28 redacted pages make up an entire chapter that “dealt primarily with who financed 9/11.” Graham further states that thousands of Americans currently litigating against Saudi Arabia and other entities for complicity in the September 11, 2001 attacks have been denied justice in part because of the withholding of information, including the 28 pages, that could sustain the court claims. At least three eyewitnesses spotted al Qaeda hijackers casing the security checkpoints at Boston’s Logan Airport months before the 9/11 attacks. They saw something and said something — but were ignored, newly unveiled court papers reveal.
One of the witnesses, an American Airlines official, actually confronted hijacking ringleader Mohamed Atta after watching him videotape and test a security checkpoint in May 2001 — four months before he boarded the American Airlines flight that crashed into the World Trade Center.
The witness alerted security, but authorities never questioned the belligerent Egyptian national or flagged him as a threat.
“I’m convinced that had action been taken after the sighting of Atta, the 9/11 attacks, at least at Logan, could have been deterred,” said Brian Sullivan, a former FAA special agent who at the time warned of holes in security at the airport.
The three Boston witnesses were never publicly revealed, even though they were interviewed by the FBI and found to be credible. Their names didn’t even appear as footnotes in the 9/11 commission report.

NBC News anchor Brian Williams is taking heat for having repeatedly lied to the public about an Iraq War experience that he never had. Williams has decided to take a few days off to see if the whole affair will blow over but that strategy is not likely to work given the legs that the story has grown. There is a way for Williams to turn it all around, although it would be tougher than anything he has done in the past. He could save face by coming clean on something important that he once reported and never mentioned again.
On September 11, 2001, Williams was covering the terrorist attacks of the day. Late that afternoon a third skyscraper collapsed at the World Trade Center (WTC) and Williams interviewed a New York City fireman named David Restuccio about it. Just after the building collapsed, NBC broadcast the live scene as Williams remarked, “This is like watching the collapse of an active volcano. And the dust from it is not unlike that from a volcano.” He brought Restuccio on and continued, “You guys knew this was coming all day.” Restuccio replied, “We had heard reports that the building [WTC 7] was unstable and that it would be best if it would either come down on its own or it would be taken down.”
