THINK PROGRESS EXCLUSIVE: To Provoke War, Cheney Considered Proposal To Dress Up Navy Seals As Iranians And Shoot At Them

Speaking at the Campus Progress journalism conference earlier this month, Seymour Hersh — a Pulitzer-Prize winning journalist for The New Yorker — revealed that Bush administration officials held a meeting recently in the Vice President’s office to discuss ways to provoke war with Iran.

In Hersh’s most recent article, he reports that this meeting occurred in the wake of the overblown incident in the Strait of Hormuz, when a U.S. carrier almost shot at a few small Iranian speedboats. The “meeting took place in the Vice-President’s office. ‘The subject was how to create a casus belli between Tehran and Washington,’” according to one of Hersh’s sources.

During the journalism conference event, I asked Hersh specifically about this meeting and if he could elaborate on what occurred. Hersh explained that, during the meeting in Cheney’s office, an idea was considered to dress up Navy Seals as Iranians, put them on fake Iranian speedboats, and shoot at them. This idea, intended to provoke an Iran war, was ultimately rejected:

HERSH: There was a dozen ideas proffered about how to trigger a war. The one that interested me the most was why don’t we build — we in our shipyard — build four or five boats that look like Iranian PT boats. Put Navy seals on them with a lot of arms. And next time one of our boats goes to the Straits of Hormuz, start a shoot-up.

Might cost some lives. And it was rejected because you can’t have Americans killing Americans.

Kucinich, Barr, Bugliosi among those testifying

The House Judiciary Committee has released a witness list for its hearing to
examine “the imperial presidency” of George W. Bush.

Testifying Friday morning will be Rep. Dennis Kucinich, who has introduced
several resolutions calling for President Bush’s and Vice President Dick Cheney’s
impeachment; former Rep. Bob Barr, the Libertarian presidential candidate who
led the charge to impeach Bill Clinton in 1998; Vincent Bugliosi, author of
the just-released book The Prosecution of George W. Bush for Murder; and 10
other current and former members of Congress, constitutional experts and human
rights activists.

The hearing, which was announced last week, seems to be the one Judiciary Chairman
John Conyers promised to Kucinich after he introduced his second impeachment
resolution aimed at Bush earlier this month. Any action on Kucinich’s articles
of impeachment still seems unlikely, but the Ohio Democrat has previously said
he just wants to be able to present his case.

Late Thursday afternoon, the committee released the full witness list, broken
down into two panels.

1991 CNN Report: Secret Succession Plans Would Grant Cheney Special Authorities During Disaster

“In the United States of America there is a hidden government about which you know nothing.”

So begins a revealing television exposeé aired by CNN in 1991. The hour-long Special Assignment presented the findings of a yearlong CNN investigation into the ultra-secretive Continuity of Government (COG) program, commonly referred to as the “doomsday government” or the “shadow government”.

The COG program was originally designed in the 1950s to ensure the survival of the federal government in the event of a nuclear attack. The highly secretive emergency plans were substantially upgraded during the 1980s and have become a focus point of the current administration, particularly since the terrorist attacks of September 11, 2001.

The COG program, which until recent years was believed to be reserved for nuclear disasters, was officially activated for the first time during the 9/11 attacks. The program, according to the most recent reports, was never completely shut down. Portions of the “shadow government” are presumably still operating to this day.

Recent efforts to reform and expand the emergency protocols, according to the best available reports, have been led by Vice President Dick Cheney, who played a major role in the COG program during the Reagan Administration.

The underground program is historically run out of the office of the Vice President through a clandestine agency, identified by CNN as the National Program Office (NPO).

International Clearing House — You say you expected more rhetoric than reality from Senators Obama and McCain yesterday in their speeches on Iraq and Afghanistan? Well, that’s certainly what you got.

What I find nonetheless amazing is how they, and the pundits, have taken such little notice of the dramatic change in the political landscape occasioned by Iraqi Prime Minister Nouri al-Maliki’s bombshell on July 7 — his insistence on a “timetable” for withdrawal of US troops before any accord is reached on their staying past the turn of the year.

Responding to a question at his press conference yesterday, President George W. Bush showed that he was vaguely aware that the timetable is, as Robert Dreyfuss says (in Truthout, July 7), a “big deal.” Bush even alluded haltingly to the possibility of extending the UN mandate still further.

But it is far from clear that Maliki, who is under great domestic pressure, would be able to sell that to the various factions upon which he depends for support, much less to those which he must keep at bay. As Dreyfuss points out, Maliki and his Shiite allies are also under considerable pressure from Iran, which remains the chief ally of the ruling alliance of Shiites. Most important, Maliki is by no means in control of what happens next.

I heard this story a long time ago, growing up in Choctaw County in Oklahoma before my family moved to Texas. A tribal elder was telling his grandson about the battle the old man was waging within himself. He said, “It is between two wolves, my son. One is an evil wolf: anger, envy, sorrow, greed, self-pity, guilt, resentment, lies, false pride, superiority and ego. The other is the good wolf: joy, peace, love, hope, serenity, humility, empathy, generosity, truth, compassion and faith.”

The boy took this in for a few minutes and then asked his grandfather, “Which wolf won?”

The old Cherokee replied simply, “The one I feed.”

Democracy is that way. The wolf that wins is the one we feed. And in our society, media provides the fodder.

Our media institutions, deeply embedded in the power structures of society, are not providing the information that we need to make our democracy work. To put it another way, corporate media consolidation is a corrosive social force. It robs people of their voice in public affairs and pollutes the political culture. And it turns the debates about profound issues into a shouting match of polarized views promulgated by partisan apologists who trivialize democracy while refusing to speak the truth about how our country is being plundered.

John Yoo and David Addington, the architects of Bush’s illegal torture policies, testified before the House Judiciary Committee today. The hearing included this frothy exchange between Yoo and the committee chairman, John Conyers (D-Mich.):

CONYERS : Could the President order a suspect buried alive?

YOO : Uh, Mr. Chairman, I don’t think I’ve ever given advice that the President could order someone buried alive…

CONYERS : I didn’t ask you if you ever gave him advice. I asked if you thought the President could order a suspect buried alive.

YOO : Well Chairman, my view right now is that I don’t think a President — no American President would ever have to order that or feel it necessary to order that.

CONYERS : I think we understand the games that are being played.

Yoo was serving in the Justice Department’s Office of Legal Counsel from 2001 to 2003, when he wrote the infamous memo and contributed to the PATRIOT ACT. He is now a professor of law at UC Berkeley.

The Bush Administration steps up its secret moves against Iran.

Late last year, Congress agreed to a request from President Bush to fund a major escalation of covert operations against Iran, according to current and former military, intelligence, and congressional sources. These operations, for which the President sought up to four hundred million dollars, were described in a Presidential Finding signed by Bush, and are designed to destabilize the country’s religious leadership. The covert activities involve support of the minority Ahwazi Arab and Baluchi groups and other dissident organizations. They also include gathering intelligence about Iran’s suspected nuclear-weapons program.

Clandestine operations against Iran are not new. United States Special Operations Forces have been conducting cross-border operations from southern Iraq, with Presidential authorization, since last year. These have included seizing members of Al Quds, the commando arm of the Iranian Revolutionary Guard, and taking them to Iraq for interrogation, and the pursuit of “high-value targets” in the President’s war on terror, who may be captured or killed. But the scale and the scope of the operations in Iran, which involve the Central Intelligence Agency and the Joint Special Operations Command (JSOC), have now been significantly expanded, according to the current and former officials. Many of these activities are not specified in the new Finding, and some congressional leaders have had serious questions about their nature.

McClellan testifies to House Judiciary Committee

Former White House spokesman Scott McClellan is testifying to the House Judiciary
Committee about his new revelations on the exposure of CIA agent Valerie Plame
and the Bush administration’s “propaganda campaign” that led the country
into war.

McClellan was invited to testify after publication of his tell all memoir,
What Happened: Inside the Bush White House and Washington’s Culture of Deception.
Judiciary Committee Chairman John Conyers said the revelations McClellan wrote
about “may or may not constitute an impeachable offense.”

The revelation of a pre-war propaganda campaign was “a confirmation that
the White House played fast and loose with the truth in a time of war,”
Conyers said to open the hearing. “Depending on how one reads the Constitution,
that may or may not be an impeachable offense.”

Conyers, a Michigan Democrat, said Plame’s outing was a direct component of
that propaganda effort because it was aimed at discrediting her husband Joe
Wilson, a former ambassador who undercut the administration’s argument that
Saddam Hussein was attempting to buy nuclear weapons materials from Africa.
Friday’s hearing, he said, was aimed at uncovering possible evidence of obstruction
of justice and painting a fuller picture of administration officials involvement
“not only in the leak but also in the coverup.”

Rep. Lamar Smith, the top Republican on the Judiciary Committee, gave a prebuttal
of McClellan’s testimony, reciting accusations that McClellan was simply trying
to make a buck with a critical book and that he was perhaps trying to get back
at his former bosses.…

Bomb Iran? What’s to Stop Us?

It’s crazy, but it’s coming soon — from the same folks who brought us Iraq.

Unlike the attack on Iraq five years ago, to deal with Iran there need be no massing of troops. And, with the propaganda buildup already well under way, there need be little, if any, forewarning before shock and awe and pox — in the form of air and missile attacks — begin.

This time it will be largely the Air Force’s show, punctuated by missile and
air strikes by the Navy. Israeli-American agreement has now been reached at
the highest level; the armed forces planners, plotters and pilots are working
out the details.

Emerging from a 90-minute White House meeting with President George W. Bush on June 4, Israeli Prime Minister Ehud Olmert said the two leaders were of one mind:

“We reached agreement on the need to take care of the Iranian threat. I left with a lot less question marks [than] I had entered with regarding the means, the timetable restrictions, and American resoluteness to deal with the problem. George Bush understands the severity of the Iranian threat and the need to vanquish it, and intends to act on that matter before the end of his term in the White House.”

Does that sound like a man concerned that Bush is just bluff and bluster?

While we are remembering Tim Russert and his years as moderator of “Meet the Press,” we would do well to recall his interview with Vice President Dick Cheney at Camp David on September 16, 2001, just five days after the 9/11 attacks. 1 In fact, Cheney himself, during an interview with NBC’s Matt Lauer the morning after Russert died, reminded us of that Camp David interview, saying: “I always, when I think of Tim and think of ‘Meet the Press,’ that’s the show that always comes to mind. . . . It was a remarkable moment in American history.” 2

Commenting that he himself “remember[ed] that interview vividly,” Lauer asked: “Anything stand out from that interview?” In his reply, Cheney said: “We went back and reminisced to some extent about what had actually happened on the morning of 9/11. So it was—it was a remarkable moment in my career.” 3

It was indeed. In reminiscing about his movements that morning, Cheney contradicted what was to become a crucial element of the account that the 9/11 Commission would give of those movements.

In praising Russert’s tenure on “Meet the Press,” Cheney said: “He would ask you tough questions, he would remind you of quotes you made previously in other settings or on earlier shows, so you never got away with anything going up vis-à-vis Tim.” 4

AMY GOODMAN: Former Alaska senator and 2008 presidential candidate Mike Gravel is holding a news conference in New York City today to call for a new independent investigation into 9/11. Gravel will be speaking on behalf of the NYC 9/11 Ballot Initiative Campaign, a grassroots group seeking to place an initiative on the ballot of the November 6th general election allowing registered New York City voters to create a new commission to investigate 9/11.

The group is looking to appoint between nine and fifteen commissioners on the panel to conduct the investigation. Some of the people who have reportedly already agreed to serve as commissioners include Lori Van Auken, a 9/11 widow, one of the so-called “Jersey Girls”; Lincoln Chafee, the former Republican senator from Rhode Island; Bishop Thomas Gumbleton, a pastor in Detroit, Michigan; as well as former Democratic Senator Mike Gravel, who joins us here today.

9/11, Deep State Violence, and the Hope of Internet Politics

The unthinkable — that elements inside the state would conspire with criminals to kill innocent civilians — has become not only thinkable but commonplace in the last century. A seminal example was in French Algeria, where dissident elements of the French armed forces, resisting General de Gaulle’s plans for Algerian independence, organized as the Secret Army Organization and bombed civilians indiscriminately, with targets including hospitals and schools. 1 Critics like Alexander Litvinenko, who was subsequently murdered in London in November 2006, have charged that the 1999 bombings of apartment buildings around Moscow, attributed to Chechen separatists, were in fact the work of the Russian secret service (FSB). 2

Similar attacks in Turkey have given rise to the notion there of an extra-legal “deep state” — a combination of forces, ranging from former members of the CIA-organized Gladio organization, to “a vast matrix of security and intelligence officials, ultranationalist members of the Turkish underworld and renegade former members of the [Kurdish separatist] PKK.” 3 The deep state, financed in part by Turkey’s substantial heroin traffic, has been accused of killing thousands of civilians, in incidents such as the lethal bomb attack in November 2005 on a bookshop in Semdinli. This attack, initially attributed to the Kurdish separatist PKK, turned out to have been committed by members of Turkey’s paramilitary police intelligence service, together with a former PKK member turned informer. 4 On April 23, 2008, the former Interior Minister Mehmet Agar was ordered… Continue reading

Legislating Tyranny

The George W. Bush administration responded to the 9/11 attack on the World
Trade Center and Pentagon with an assault on U.S. civil liberty that Bush justified
in the name of the “war on terror.” The government assured us that
the draconian measures apply only to “terrorists.” The word terrorist,
however, was not defined. The government claimed the discretionary power to
decide who is a terrorist without having to present evidence or charges in a
court of law.

Frankly, the Bush administration’s policy evades any notion of procedural
due process of law. Administration assurances that harsh treatment is reserved
only for terrorists is meaningless when the threshold process for determining
who is and who is not a terrorist depends on executive discretion that is not
subject to review. Substantive rights are useless without the procedural rights
to enforce them.

Terrorist legislation and executive assertions created a basis upon which federal
authorities claimed they were free to suspend suspects’ civil liberties
in order to defend Americans from terrorism. Only after civil liberties groups
and federal courts challenged some of the unconstitutional laws and procedures
did realization spread that the Bush administration’s assault on the Bill
of Rights is a greater threat to Americans than are terrorists.

The alacrity with which Congress accepted the initial assault from the administration

Rep. Dennis Kucinich, who introduced legislation last year to impeach Vice President Dick Cheney, is now aiming higher.

On the House floor this evening, the Ohio Democrat proposed impeaching President Bush. In language similar to that in the articles of impeachment he raised against Cheney, Kucinich sought support for a 35-count indictment charging Bush with misleading Congress and the American people into war with tales of weapons of mass destruction in Iraq.

Democratic House leaders have opposed impeaching Bush or Cheney as an unhelpful distraction. They were nearly embarrassed last year when Republicans voted to take up Kucinich’s effort against Cheney in order to force a debate; they are unlikely to let the matter get so far this time.

Bob Fertik, president of Democrats.com, one of the groups pushing for impeachment congratulated Kucinich on his “historic leadership.”

“We’ve waited seven years to find one Member of Congress brave enough to stand up for our Constitution, for which generations of Americans have fought and died,” Fertik said. “We are thrilled and honored that Dennis Kucinich has chosen to be that one genuine patriot.”
