The US military conducted a training exercise in the five days before the September 11 attacks that included simulated aircraft hijackings by terrorists, according to a 9/11 Commission document recently found in the US National Archives. In one of the scenarios, implemented on September 9, terrorists hijacked a London to New York flight, planning to blow it up with explosives over New York.
The undated document, entitled “NORAD EXERCISES Hijack Summary,” was part of a series of 9/11 Commission records moved to the National Archives at the start of the year. It was found there, and posted to the History Commons site at Scribd, by History Commons contributor paxvector, in the files of the commission’s Team 8, which focused on the failed emergency response on the day of the attacks. The summary appears to have been drafted by one of the commission’s staffers, possibly Miles Kara, based on documents submitted by NORAD.

In the September 9 scenario, the fictitious terrorists’ goal seems to have been to kill New Yorkers with the rain of debris following the plane’s explosion. However, in the exercise, the military intercepted the plane and forced it away from the city. Langley Air Force Base was the second military base that launched fighter jets to defend America in response to the terrorist attacks on September 11, 2001. Three of its F-16s were ordered to take off toward Washington at 9:24 a.m. that morning, but by the time they were airborne, more than 40 minutes had passed since the first attack on the World Trade Center, and almost half an hour since the second.
Furthermore, the pilots were hindered by an extraordinary combination of confusion, communications problems, conflicting orders, breaches of protocol, and other difficulties. Consequently, when the Pentagon was hit at 9:37 a.m., the jets were further away from it than they’d been when they took off. According to witnesses on the ground, fighters did not arrive over the Pentagon until around 10:40 a.m.–more than an hour too late to protect it from the attack.
A close examination of publicly available accounts raises the possibility that deliberate attempts were made to sabotage the ability of the Langley jets to respond to the 9/11 attacks, thereby paralyzing normal, well-practiced procedures. In this article, I focus on three particular aspects of the jets’ response.
Firstly, I examine the initial order to launch F-16s from Langley AFB. Notably, instead of the usual two jets taking off, a third pilot took off in a spare jet. In this supplement to The NORAD Papers , I shine the spotlight on The 9/11 Commission Report’s assessment of NORAD in relation to the defense organization’s “air sovereignty” mission on 9/11. To accomplish this task, I compare the report’s view of NORAD’s air sovereignty capabilities before and on 9/11 with that of the historical record as provided by articles published before September 11, 2001.
The 9/11 Commission Report is correct when it affirms that, “NORAD is a binational command established in 1958 between the United States and Canada. Its mission was, and is, to defend the airspace of North America and protect the continent. That mission does not distinguish between internal and external threats…;” 1 The report becomes addled however when it explains NORAD’s seemingly poor performance on 9/11, “…;but because NORAD was created to counter the Soviet threat, it came to define its job as defending against external attacks [see Addendum].” 2
The statement that NORAD “define[ed] its job as defending against external attacks” 3 due to the Soviet threat, and that is why NORAD was taken off-guard on 9/11 is nonsensical on its face. The Soviet threat was the reason that NORAD was mandated to provide “surveillance and control of the airspace of Canada and the United States” in the first place. How NORAD Radar Operators Identified Aircraft Flying Over American Airspace on 9/11 And Its Implications For The Official 9/11 Narrative

To say that communication between civilian Air Traffic Control (ATC) and NORAD was abysmal on the morning of September 11, 2001 would be a massive understatement. As an illustration, it took ATC twenty-three minutes to communicate to NORAD that American Airlines Flight 11 had been hijacked,1 and in the case of United Airlines Flight 175, ATC informed NORAD of that flight’s odyssey through northeast skies at 09:03, the same minute as Flight 175 impacted Two World Trade Center!2
Communication between ATC and NORAD in regards to the last two flights hijacked–American Airlines Flight 77 and United Airlines Flight 93–fared worse. In these two cases NORAD wasn’t officially informed of any troubles with those flights until after they had crashed!3 In the case of Flight 77, that flight began deviating from its flight plan at 08:54,4 but NEADS wasn’t informed about Flight 77 until 09:34 when NEADS just happened to be in contact with a Washington Center manager discussing what turned out to be a “phantom” Flight 11 heading south towards Washingon, D.C. During the conversation NEADS was matter-of-factly informed that Flight 77 was also lost. This was the first indication that NORAD had of Flight 77’s troubles … via a chance utterance by Washington Center!5

9/28/2008: Pentagon on 9/11, Shoe Bombing, Bin Laden in the Soviet-Afghan War and More – Additions as of September 28, 2008
This week, a massive amount of new entries have been added to the timeline, dealing with a whole range of different issues. We will start with the day of 9/11, in particular the Pentagon, which a fire chief warned could be a target nearly 20 minutes before it was hit. The attack itself created confusion by setting off 300 fire alarms, although some medical workers thought the ensuing evacuation was a drill. After wandering about outside the building, Secretary of Defense Donald Rumsfeld refused to follow the established emergency plan and evacuate, instead sending deputy Paul Wolfowitz to an alternate military command center, where the computers and communication systems did not work.
The first fighter was seen arriving over the Pentagon at around 10:40 a.m., the FAA sent the White House incorrect details of the hijacked planes in the early afternoon, and astronauts viewed the devastation in New York from space. Meanwhile, the FBI established a command post near the Pentagon and limited the evidence that needed to be photographed there.

Testifying before the 9/11 Commission General Richard Myers, Chairman of the Joint Chiefs of Staff, told the commission in response to a question on NORAD’s failure to anticipate the 9/11 attacks, “I can’t answer the hypothetical. It’s more – it’s the way that we were directed to posture, looking outward.”(1) This is utterly false. As we will see below NORAD, since its inception in 1958, was tasked to monitor and intercept aircraft flying over American and Canadian air space seven days a week, 24 hours a day.
Members of the 9/11 Truth Movement found General Myers’ testimony on the capabilities of NORAD on 9/11 to be surprising, since it was long assumed that NORAD’s mission was more than “looking outward”. However, the 9/11 Truth Movement has been negligent in producing any documents that would confirm their suspicion that NORAD was tasked with watching over and intercepting errant aircraft in American skies before 9/11; that NORAD’s mission was more robust than “looking outward”. The following pre-9/11 citations conclusively documents the true capabilities of NORAD on the morning of 9/11.

In August, 2006, Michael Bronner, a writer for Vanity Fair Magazine, received 30 hours of audiotape from the Northeast Air Defense Sector that chronicled their response on 9/11. Mr. Bronner released 10 minutes of audio from them in MP3 format.
In August, 2007, we received 120 hours of audiotape, and are proud to release them in their entirety to the public.
There are 18 WAV files, each one approximately 180 megabytes in size and six hours in length. To download them, you will need a Bittorrent program. BitLord is recommended for PC and Azureus is recommended for Mac.

A significant stir was created by the publication in Vanity Fair of “9/11 Live: The NORAD Tapes” by Michael Bronner, the first journalist to be given access to these audiotapes–which NORAD had provided, upon demand, to the 9/11 Commission in 2004. The public impact of Bronner’s essay was increased greatly by the availability of snippets from these tapes (which could be accessed from the online version of the article) to be played on TV and radio news reports about the article.1
The stir was caused primarily by Bronner’s report of the charge by members of the 9/11 Commission–which had played excepts from these tapes during hearings in 2004–that the military had made false statements to the Commission, perhaps knowingly. This stir was increased by the publication at the same time–the first week of August 2006–of Without Precedent, a book by Thomas Kean and Lee Hamilton–the chairman and vice chairman of the Commission, respectively–in which this charge is also made.2
The charge primarily involves the military’s pre-2004 claims about the responses of NEADS–the Northeast Air Defense Sector of NORAD (the North American Aerospace Defense Command)–to two flights: AA (American Airlines) 77 and UA (United Airlines) 93. (There is also, although Bronner does not deal with it, a serious discrepancy with regard to UA 175.) These claims are contradicted by the tapes, with “tapes” here meaning not only the NORAD tapes, to which Bronner refers in his essay’s subtitle, but also what he calls “the parallel recordings from the F.A.A.,”3which he used in conjunction with the NORAD tapes.…Continue reading

“Information Clearing House” — — I received a number of intelligent responses from readers of my August 14 column, “Gullible Americans,” The letters deserve a reply. Moreover, some contain important points that should be shared with a wider audience. Pundits such as myself are not the only people who have interesting things to say. Considering the number of letters and the time it would require to respond individually, I am replying instead in this column.
Most readers from whom I heard understand the difference between loyalty to country and loyalty to a government. They understand that to support a political party or a government that is destroying the US Constitution and America’s reputation in the world is, in fact, an act of treason. Therefore, I did not have to read the usual drivel about how doubting “our government” is un-American.
Among the issues raised are:
How could the complicity of the US government, or some part of it, in the events of 9/11 be kept a secret? For the most part, this question comes from Americans who believe the government must have been, to some extent, complicit in the attacks on the WTC and the Pentagon.
How can we differentiate between the real facts, the 9/11 Commission’s reporting of the facts, and “conspiracy theories”?
What about the role of suicide flyers led by M. Atta?

When the 9/11 Commission was wrapped up, the Federal Aviatiation Agency (FAA) was blamed for failing to quickly relay information of the hijackings to the military.
Now, years later, the finger is being pointed at the North American Aerospace Defense Command (Norad). As revealed in an article in the Washington Post (free subscription required):
Some staff members and commissioners of the Sept. 11 panel concluded that the Pentagon’s initial story of how it reacted to the 2001 terrorist attacks may have been part of a deliberate effort to mislead the commission and the public rather than a reflection of the fog of events on that day, according to sources involved in the debate.
Suspicion of wrongdoing ran so deep that the 10-member commission, in a secret meeting at the end of its tenure in summer 2004, debated referring the matter to the Justice Department for criminal investigation, according to several commission sources.
“We to this day don’t know why NORAD [the North American Aerospace Command] told us what they told us,” said Thomas H. Kean, the former New Jersey Republican governor who led the commission. “It was just so far from the truth. . . . It’s one of those loose ends that never got tied.”

Since 9/11, numerous authors and researchers have drawn attention to training exercises being conducted or prepared for by the U.S. military and other government agencies at the time of the September 11 attacks. With names like Vigilant Guardian, Global Guardian, Timely Alert II, and Tripod, the question has arisen as to what connection these drills might have had with real-world events that morning.
Attention has also been drawn to exercises held prior to 9/11, often bearing an uncanny resemblance to the actual attacks. For example, soon after 9/11 the New Yorker reported: “During the last several years, the government regularly planned for and simulated terrorist attacks, including scenarios that involved multiple-plane hijackings.” USA Today reported: “In the two years before the Sept. 11 attacks, the North American Aerospace Defense Command conducted exercises simulating … hijacked airliners used as weapons to crash into targets and cause mass casualties. 911Truth.org is announcing a nationwide campaign to distribute flyers to the audience attending United 93, which opens at theaters across the country on Friday, April 28th. In New York City, friends of 9/11 truth received local television news coverage after conducting a visibility action Tuesday night at the movie’s Tribeca Film Festival premiere. We encourage our readers to continue this campaign throughout the nation.
Many people have objected to the release of this movie because it commercializes September 11th. Still, the desire to see it may simply express a fundamental need to understand forces that profoundly affect our lives. The real problem lies in a screenplay borrowed directly from the dubious claims of the US government and its official “9/11 Commission.” In its shameless casting of FAA executive Ben Sliney as himself, United 93 provides a Hollywood platform to a salaried spokesperson for the government.
Still, to merely reject United 93 and its version of what happened on Flight 93 is to miss an important opportunity. Those attending this film likely have a deep interest in the issues of 9/11. We urge 9/11 truth activists to respond creatively, by encouraging United 93 audiences to attend alternative events (such as, to take one example, the May 8th New York town hall meeting in Tribeca, which is designed as a direct response to United 93). This latest article from Dr. Griffin follows up on his lecture, “Truth and Politics of 9/11: Omissions and Distortions of The 9/11 Commission Report”, in which he summarized the first half of his book, The 9/11 Commission Report: Ommissions and Distortions. He completes that summary here, with his thorough review of the second half, particularly, the inability of the US military to intercept anyof the hijacked planes on 9/11.
At the end of 2004, I published The 9/11 Commission Report: Omissions and Distortions1. Shortly before that book appeared, I delivered a lecture in which I set out to summarize its major points. (That lecture is now available in both print and DVD form.)2 Unfortunately, The 9/11 Commission Report itself3 contains so many omissions and distortions that I was able to summarize only the first half of my book in that lecture. The present lecture summarizes the second half of the book, which deals with the Commission’s explanation as to why the US military was unable to intercept any of the hijacked airplanes.
This explanation was provided in the first chapter of The 9/11 Commission Report. Although that chapter is only 45 pages long, the issues involved are so complex that my analysis of it required six chapters. The Complete 9/11 Timeline hosted by The Center for Cooperative Research recently published a revised set of entries on the military exercises of September 11 , providing a goldmine of well-sourced information. Compiled by Paul Thompson, the 9/11 Timeline long ago became the leading resource of mainstream news reports about September 11. Available in book form as The Terror Timeline (2004), it continues to evolve online.
The latest material for the first time casts light on what may have been the day’s master wargame: Global Guardian, run out of Offutt Air Force Base by the US Strategic Command (Stratcom) under Admiral Richard Mies ( official bio ). He has since retired and taken up a gig as the CEO of Hicks & Associates, a “strategic consultant” to the federal government dealing in “military transformation.”

9/11 Commission Report – one year later… By Gregor Holland 911truthmovement.org
One year after the release of the 9/11 Commission Report, serious questions that were raised before and during the Commission proceedings remain unanswered. For many, the Commission Report raised more questions than it answered. Not the least of these has been posed by honorable Congresswoman Cynthia McKinney. McKinney recently questioned Secretary of Defense Rumsfeld and Chair of the Joint Chiefs of Staff Myers “about the four war games that were taking place on September 11 and how they may have impaired our ability to respond to those attacks.” McKinney got a partial answer a week later. In the first on-the-record acknowledgement that there were four war games underway on 9/11/01, Myers told her that all battle positions were manned because of the drills…
“..so it was an easy transition from an exercise into a real world situation. It actually enhanced the response.”
This answer echoed one provided by General Ralph Eberhard during the final 9/11 Commission hearing. The question to Eberhard, posed by Commissioner Roemer, was coerced by hearing attendees who interrupted the hearing, forcing the issue by yelling “What about the war games?” The failure of air defenses to respond on that morning does not support the given answer by Myers and Eberhard.…Continue reading
