WASHINGTON — The Central Intelligence Agency has blocked, at least temporarily, the distribution of a draft internal report that identifies individual officers by name in discussing whether anyone should be held accountable for intelligence failures leading up to the Sept. 11, 2001, attacks, members of Congress from both parties said.
The delays began in July, at the direction of John McLaughlin, then the acting director of central intelligence, and have continued since Porter Goss took over as the intelligence chief last month, members of Congress said. The delays have postponed the next step in the process, which calls for the draft report to be reviewed by affected individuals.
It is not known who is named in the report, conducted by the CIA’s inspector general, an independent internal investigator.
The review was sought in December 2002 by the joint congressional committee that investigated intelligence failures leading up to the Sept. 11 attacks. The purpose, that panel said, should be to determine “whether and to what extent personnel at all levels should be held accountable” for any mistakes that contributed to the failure to disrupt the attacks.

On the Thirty-third Anniversary of My Daughter’s Birth
Sometimes, Mr. Bush, it’s the smallest of details that makes everything click. The smallest of details. Right now, Mr. Bush, I am looking at your watch. It’s an item of clothing accessory and, unlike your other costumes, it is one that is particularly revealing.
On Halloween my daughter would be thirty-three years old. Her child would be almost three. Seven weeks before her twenty-ninth birthday, Vanessa, four months pregnant, ran from the falling towers of the World Trade Center. She did not make it. Her body, and in it the small body of her unborn child, was pulled from the rubble of the fallen towers on September 24th, just ten feet from an alley between towers IV and V. It is important for me to tell you that she was on the phone to her uptown office five minutes after the first plane hit tower I, explaining how she and others in tower II were “safe.”

IG Report Concluded That Whistleblowing Activities Contributed To Her Termination

Sibel Edmonds, a former FBI contract linguist who was terminated in 2002 after becoming a Whistleblower regarding the 9/11 tragedy, filed a lawsuit today in the U.S. District Court for the District of Columbia under the Freedom of Information and Privacy Acts. The Complaint seeks to compel the release of a secret investigative report, and related documents, compiled by the Department of Justice’s Office of Inspector General. The DOJ OIG investigated Edmonds’ allegations for more than two years and has failed to abide by repeated promises – including provided to Senators Charles Grassley (R-IA) and Patrick Leahy (D-VT) in June 2002 – to timely complete its investigation and release its findings.
On July 21, 2004, FBI Director Robert S. Mueller, III, notified the Senate Judiciary Committee that the DOJ OIG had completed its investigation and concluded that Edmonds’ allegations “were at least a contributing factor” in her firing. Additionally, DOJ Inspector General Glenn Fine also concluded that the FBI failed to “adequately pursue” Edmonds’ allegations of espionage against a co-worker. Although the DOJ promised the Committee that a declassified summary would be released, and notwithstanding the fact that Edmonds’ FOIA request was granted expedited processing by the government in July 2004, to date not one page has been released.

NEW YORK — Former Georgia congresswoman Cynthia McKinney accused Republicans on Thursday of exploiting the memory of Sept. 11, 2001, for political gain and repeated her implication that truths about the attacks remain untold.
The DeKalb County Democrat, who is running to reclaim the 4th District congressional seat, was voted out two years ago after making controversial comments about the Sept. 11 attacks during a radio interview. She implied that the Bush administration had known the attacks were coming but did nothing to prevent them.
On Thursday, she chaired a hearing staged by activist groups and researchers who say the government has covered up information related to the hijackings.
“No organization, no administration, no forces, no powers that be are going to crush the truth of what happened on Sept. 11 to the ground,” she vowed.
She said the New York event, dubbed the “Omissions Hearings,” had “no political agenda other than the truth.” By contrast, she said, the Republicans who came to Manhattan to hold their national convention last week “stormed into New York City, their words dripping with the politicization of an American tragedy.”
McKinney’s Republican opponent, Catherine Davis, said in a telephone interview that it is “really unfortunate that the former congresswoman from Georgia has not been able to bring herself to stand with our government, with our troops when we have an open declaration of war against the terrorists.”
