Kevin Ryan and Professor Graeme MacQueen are pleased to announce two new, peer reviewed articles that have been published at the Journal of 9/11 Studies.
The first is from German journalist Paul Schreyer and is titled “Anomalies of the air defense on 9/11.” This paper identifies six major, simultaneous anomalies that occurred on September 11, 2001 with regard to the national air defenses. Here is an excerpt:
“The official explanation for the detour is that air traffic controllers at Langley had sort of a standard flight plan, sending all jets generally to the east and that this standardized eastern heading somehow replaced the original NORAD scramble order. But this seems to be a dubious claim. Because how could that have happened? The pilots knew the original scramble order. They knew which direction NEADS wanted them to fly. And then they somehow forgot? But, same as with the Otis scramble, there seems only little chance to dig deeper because ‘Giant Killer’, the responsible control facility, deleted all its tapes from the communication on 9/11.”
The second article is from licensed structural engineer Ronald H. Brookman and is titled “A Discussion of “Analysis of Structural Response of WTC 7 to Fire and Sequential Failures Leading to Collapse.” This paper discusses a recent article published in the Journal of Structural Engineering, authored by a team including several of the primary NIST WTC report authors. New 9/11 Timeline Entries: Hijacking Exercises, Air Force One’s Movements, Laura Bush on Sept. 11, and More

A large number of entries have been added to the Complete 9/11 Timeline at History Commons, most of which provide new details about the events of the day of September 11, 2001.
Other entries are being posted in the US Civil Liberties project on campaign finance, voting laws, and indefinite detentions.
New 9/11 Entries
One new timeline entry describes a training exercise based on the scenario of a possible terrorist attack that was run on the morning of September 11 by the US Coast Guard in Tampa Bay, Florida, quite close to Sarasota, where the president was at the time. Another entry deals with a meeting scheduled to take place at the Pentagon that morning, regarding a planned “disaster exercise” at the nearby Navy Annex building.
An entry reveals that a number of FBI agents had, for reasons that are unknown, already arrived at the Navy Annex when the Pentagon was hit. Later on, the Navy set up a new command center at the Navy Annex, after its original command center was destroyed in the Pentagon attack.

Massive National War Games on September 11th Raise Further Questions
NEW YORK, June 5, 2012 — New evidence shows that the September 11th activities of former President George W. Bush, Vice President Dick Cheney, and Defense Secretary Donald Rumsfeld were falsely reported by official sources.
The international Panel also discovered that four massive aerial practice exercises traditionally held in October were in full operation on 9/11. Guest Post by Kevin Ryan, former Site Manager for Environmental Health Laboratories, a division of Underwriters Laboratories (UL). Mr. Ryan, a Chemist and laboratory manager, was fired by UL in 2004 for publicly questioning the report being drafted by the National Institute of Standards and Technology (NIST) on their World Trade Center investigation. In the intervening period, Ryan has completed additional research while his original questions, which have become increasingly important over time, remain unanswered by UL or NIST.
The U.S. Secret Service failed to do its job on September 11, 2001 in several important ways. These failures could be explained if the Secret Service had foreknowledge of the 9/11 events as they were proceeding. That possibility leads to difficult questions about how the behavior of Secret Service employees might have contributed to the success of the 9/11 terrorist attacks. Answering those questions will require the release of existing interview transcripts as well as follow-up questioning, under oath, of a few key people within the agency.
The most glaring example of Secret Service failure on 9/11 was the lack of protection for the President of the United States after it was well known that the country was facing terrorist attacks on multiple fronts. The interesting thing about this was that it was not a consistent approach. That is, the president was protected by the Secret Service in many ways that day but he was not protected from the most obvious, and apparently the most imminent, danger.

One new entry describes how, from 1998, the US Secret Service included computer simulations of planes crashing into the White House in its training exercises. Another notable exercise was held early on the morning of September 11 in the White House Situation Room, based on the scenario of a terrorist bombing in the Middle East.
Also relating to training exercises, new details have emerged about an FBI anti-terrorist unit that was stranded away from Washington at the time of the 9/11 attacks. The Critical Incident Response Group arrived in San Francisco the day before 9/11 for a week of training. Such was the unit’s importance that the White House made getting it back to Washington a priority in the hours after the attacks.
New entries describe two mistaken reports of hijacked aircraft on the morning of September 11. One of these aircraft was thought to be targeting NORAD’s operations center in Colorado. This incorrect information may have caused NORAD to close the massive blast doors to the operations center. A great deal of controversy has arisen about what was known about the movements and location of Osama bin Laden in the wake of his killing by US Special Forces on May 2 in Abbottabad, Pakistan. Questions about what intelligence agencies knew or didn’t know about al-Qaeda activities go back some years, most prominently in the controversy over the existence of a joint US Special Forces Command and Defense Intelligence Agency (DIA) data mining effort known as “Able Danger.”
What hasn’t been discussed is a September 2008 Department of Defense (DoD) inspector general (IG) report, summarizing an investigation made in response to an accusation by a Joint Forces Intelligence Command (JFIC) whistleblower, which indicated that a senior JFIC commander had halted actions tracking Osama bin Laden prior to 9/11. JFIC is tasked with an intelligence mission in support of United States Joint Force Command (USJFCOM).
The report, titled “Review of Joint Forces Intelligence Command Response to 9/11 Commission,” was declassified last year, in response to a Freedom of Information Act request from Steven Aftergood at the Federation of American Scientists.
The whistleblower, who the IG report identified as a former JFIC employee represented only by his codename “IRON MAN,” claimed in letters written to both the DoD inspector general in May 2006 and, lacking any apparent action by the IG, to the Office of the National Director of Intelligence (ODNI) in October 2007, that JFIC had withheld operational information about al-Qaeda when queried in March 2002 about its activities by the DIA and higher command officials on behalf of the 9/11 Commission.…Continue reading

New Entries Added to the Complete 9/11 Timeline
One new entry reveals that in April 2001, CIA counterterrorism chief Cofer Black warned that “something big [is] coming and that it very likely could be in the US.” Then, about a month before 9/11, White House counterterrorism chief Richard Clarke visited Wall Street,to investigate the security precautions there.
Two new entries look at the time Ziad Jarrah, the alleged hijacker pilot of Flight 93 on 9/11, spent in Philadelphia. This included two days at a flight school, which refused to rent Jarrah a plane due to his inadequate piloting skills.
Some entries look at a little-known government agency called the National Communications System (NCS). The NCS happened to turn on a special backup communication system for use in emergencies for “exercise mode” the day before 9/11, and on the morning of 9/11, the CIA was briefing the NCS on the terrorist threat to the US’s telecommunications infrastructure. The NCS’s coordinating center subsequently played an important role in the government’s response to the 9/11 attacks.

New details of a NORAD exercise called Amalgam Virgo 01-02 have been found in a document at the National Archives. The exercise involved a suicide pilot attacking a military installation in the US. It was run in early June 2001, just three months before 9/11.
The document was found in the 9/11 Commission’s files at the National Archives by History Commons contributor Erik Larson (a.k.a. Paxvector) and uploaded to the 9/11 Document Archive at Scribd. Some information about the exercise was revealed at the History Commons Groups blog in June, when we publicised a commission document summarising a group of military exercises designed to help the military deal with suicide hijackings. However, the newly-found three-page scenario provides more detail.
In the scenario, a Haitian AIDS sufferer named Reginald Montrose forms an alliance with Columbian drug lords. This link-up is inspired by funding the Columbians have provided to treat AIDS patients in Haiti. Montrose plans to crash a Cessna into the headquarters of the Southeast Air Defense Sector (SEADS) in Florida. Its destruction will draw attention to the Haitians’ plight and “allow the drug cartel to flood the US with flights of aircraft and to increase their market share in the US drug market.”

One of the main focuses at the 9/11 Timeline recently has been the destruction of a tape of FAA flight controllers’ recollections. The tape was made at the FAA’s New York Center about an hour and a half after the attacks ended, despite worries about the procedure by a union official and the controllers. However, when New York Center forwarded evidence about the attacks to the FBI the next day, it did not provide the tape , and its existence was not reported to superiors . The controllers then prepared written statements without reviewing the tape , and a union official was concerned whether anyone had heard it. One of the controllers later asked to listen to the taped statement he had made, but his request was denied . When New York Center submitted a formal accident package, the tape was again absent . Although the Center had been told to retain 9/11 evidence , the tape was later destroyed. Before I begin, I would like to say that theorizing about what happened on 9/11, when you’re not being given answers to your questions about that day by the people who SHOULD be able to do so, is PERFECTLY normal. As is suspecting that the reason these answers aren’t being given is “sinister” in nature. As Ray McGovern said, “for people to dismiss these questioners as “conspiratorial advocates”, or “conspiratorial theorists”… that’s completely out of line because the… The questions remain because the President who should be able to answer them, WILL NOT.” When you think about everything the previous Administration did in 8 years, the idea that they might not be giving us the answers we seek because of something “sinister” is not crazy. In fact, it’s the most logical conclusion one can come to at this point. After seven plus years of obfuscation, spin, lies, and cover-ups regarding the 9/11 attacks, it is unavoidable to think that criminal complicity is the reason why.
That being said, we have not proven it beyond the shadow of doubt. We do not have documentation that shows they planned it. We do not have a signed confession from someone. We have pieces of the puzzle, and to most of us that have been doing this a long time, those pieces point to more than just Osama Bin Laden, Khalid Sheikh Mohammed, and 19 hijackers. The US military conducted a training exercise in the five days before the September 11 attacks that included simulated aircraft hijackings by terrorists, according to a 9/11 Commission document recently found in the US National Archives. In one of the scenarios, implemented on September 9, terrorists hijacked a London to New York flight, planning to blow it up with explosives over New York.
The undated document, entitled “NORAD EXERCISES Hijack Summary,” was part of a series of 9/11 Commission records moved to the National Archives at the start of the year. It was found there, and posted to the History Commons site at Scribd, by History Commons contributor paxvector, in the files of the commission’s Team 8, which focused on the failed emergency response on the day of the attacks. The summary appears to have been drafted by one of the commission’s staffers, possibly Miles Kara, based on documents submitted by NORAD.

In the September 9 scenario, the fictitious terrorists’ goal seems to have been to kill New Yorkers with the rain of debris following the plane’s explosion. However, in the exercise, the military intercepted the plane and forced it away from the city. Langley Air Force Base was the second military base that launched fighter jets to defend America in response to the terrorist attacks on September 11, 2001. Three of its F-16s were ordered to take off toward Washington at 9:24 a.m. that morning, but by the time they were airborne, more than 40 minutes had passed since the first attack on the World Trade Center, and almost half an hour since the second.
Furthermore, the pilots were hindered by an extraordinary combination of confusion, communications problems, conflicting orders, breaches of protocol, and other difficulties. Consequently, when the Pentagon was hit at 9:37 a.m., the jets were further away from it than they’d been when they took off. According to witnesses on the ground, fighters did not arrive over the Pentagon until around 10:40 a.m.–more than an hour too late to protect it from the attack.
A close examination of publicly available accounts raises the possibility that deliberate attempts were made to sabotage the ability of the Langley jets to respond to the 9/11 attacks, thereby paralyzing normal, well-practiced procedures. In this article, I focus on three particular aspects of the jets’ response.
Firstly, I examine the initial order to launch F-16s from Langley AFB. Notably, instead of the usual two jets taking off, a third pilot took off in a spare jet. Zelikow made the claim he was not involved in the initial stages of the dispute in response to an allegation made by commission staffer John Azzarello and relayed by Shenon. After the staff investigators drafted a memo for the commissioners in early April 2004 outlining why they thought NORAD and FAA officials had deliberately lied to them to overstate the military’s readiness during the attacks, Zelikow “just buried that memo,” according to Azzarello. In response, Zelikow claimed that he had not even known of the issue at the start. The implication was that, as he had not known of it, it could not be him that was orchestrating–or even involved in–a dispute between the staff investigators and the commission’s lawyers, Daniel Marcus and Steve Dunne.
However, the newly found e-mail chain shows Zelikow did know of the issue in April, raising the question as to why he falsely told Shenon he did not. Zelikow is not known to be linked to the FAA, but, if the commission had referred the matter to the Justice Department and it had started a perjury investigation against NORAD officials, this would certainly have had the potential to embarrass his friends at the Pentagon. Zelikow is alleged to have husbanded the issue to ensure a less potentially embarrassing referral to the inspectors general of the FAA and Defense Department, who in the end blamed the false statements on innocent mistakes and poor logkeeping.

In the aftermath of the September 11, 2001 attacks, senior U.S. government and military officials repeatedly claimed that what happened that day was unexpected. In May 2002, National Security Adviser Condoleezza Rice said, “I don’t think anybody could have predicted that these people would take an airplane and slam it into the World Trade Center, take another one and slam it into the Pentagon; that they would try to use an airplane as a missile, a hijacked airplane as a missile.”  Two years later, President Bush stated, “Nobody in our government, at least, and I don’t think the prior government, could envision flying airplanes into buildings on such a massive scale.”  General Ralph Eberhart, the commander of NORAD on September 11, said, “Regrettably, the tragic events of 9/11 were never anticipated or exercised.” 
Yet these claims were untrue. Not only had the U.S. military and other government agencies discussed the possibility of such attacks, they also conducted numerous training exercises in the year or two before September 11 based around scenarios remarkably similar to what occurred on 9/11. In this supplement to The NORAD Papers , I shine the spotlight on The 9/11 Commission Report’s assessment of NORAD in relation to the defense organization’s “air sovereignty” mission on 9/11. To accomplish this task, I compare the report’s view of NORAD’s air sovereignty capabilities before and on 9/11 with that of the historical record as provided by articles published before September 11, 2001.
The 9/11 Commission Report is correct when it affirms that, “NORAD is a binational command established in 1958 between the United States and Canada. Its mission was, and is, to defend the airspace of North America and protect the continent. That mission does not distinguish between internal and external threats…;” 1 The report becomes addled however when it explains NORAD’s seemingly poor performance on 9/11, “…;but because NORAD was created to counter the Soviet threat, it came to define its job as defending against external attacks [see Addendum].” 2
The statement that NORAD “define[ed] its job as defending against external attacks” 3 due to the Soviet threat, and that is why NORAD was taken off-guard on 9/11 is nonsensical on its face. The Soviet threat was the reason that NORAD was mandated to provide “surveillance and control of the airspace of Canada and the United States” in the first place. To say that communication between civilian Air Traffic Control (ATC) and NORAD was abysmal on the morning of September 11, 2001 would be a massive understatement. As an illustration, it took ATC twenty-three minutes to communicate to NORAD that American Airlines Flight 11 had been hijacked,1 and in the case of United Airlines Flight 175, ATC informed NORAD of that flight’s odyssey through northeast skies at 09:03, the same minute as Flight 175 impacted Two World Trade Center!2
Communication between ATC and NORAD in regards to the last two flights hijacked–American Airlines Flight 77 and United Airlines Flight 93–fared worse. In these two cases NORAD wasn’t officially informed of any troubles with those flights until after they had crashed!3 In the case of Flight 77, that flight began deviating from its flight plan at 08:54,4 but NEADS wasn’t informed about Flight 77 until 09:34 when NEADS just happened to be in contact with a Washington Center manager discussing what turned out to be a “phantom” Flight 11 heading south towards Washingon, D.C. During the conversation NEADS was matter-of-factly informed that Flight 77 was also lost. This was the first indication that NORAD had of Flight 77′s troubles … via a chance utterance by Washington Center!5

Testifying before the 9/11 Commission General Richard Myers, Chairman of the Joint Chiefs of Staff, told the commission in response to a question on NORAD’s failure to anticipate the 9/11 attacks, “I can’t answer the hypothetical. It’s more – it’s the way that we were directed to posture, looking outward.”(1) This is utterly false. As we will see below NORAD, since its inception in 1958, was tasked to monitor and intercept aircraft flying over American and Canadian air space seven days a week, 24 hours a day.
Members of the 9/11 Truth Movement found General Myers’ testimony on the capabilities of NORAD on 9/11 to be surprising, since it was long assumed that NORAD’s mission was more than “looking outward”. However, the 9/11 Truth Movement has been negligent in producing any documents that would confirm their suspicion that NORAD was tasked with watching over and intercepting errant aircraft in American skies before 9/11; that NORAD’s mission was more robust than “looking outward”. The following pre-9/11 citations conclusively documents the true capabilities of NORAD on the morning of 9/11.
